A life shaped by the Middle East
Born in Norfolk, Virginia, Ambassador Michèle Burke Bowe spent her formative years in Amman, Jordan, where her family was based for an extended period. That early exposure to the Arab world — its languages, its hospitality, its complex political fabric — would orient every subsequent step of her life and career. She returned to the United States to attend Georgetown University, graduating with a Bachelor of Science in Foreign Service from the Edmund A. Walsh School of Foreign Service in 1987 (concentration in Economics, with a Middle East focus) and earning, in 1990, a Master of Arts in Arab Studies from the same university, with a thesis devoted to the economies of Egypt, Saudi Arabia, the Occupied West Bank and the Jordan River Valley, and to the condition of women, water and rural villages.

Beyond English, Ambassador Bowe is professionally proficient in Arabic, French and Spanish — a uniquely valuable register of languages for diplomatic and humanitarian work in the Holy Land.

Service to the Sovereign Order of Malta
A Dame Grand Cross of Magistral Grace of the Sovereign Order of Malta, Ambassador Bowe has been a member of the Federal Association of the Sovereign Order of Malta (USA) since 2004. Within the Federal Association she served as Regional Hospitaller (2006-2009), leading 100 members in the Greater Maryland area in charitable works for the sick and the poor; and as Hospitaller of Association (2010-2012), responsible for the daily charitable works of nearly 1,000 members across 23 regions, representing the Federal Association in meetings of the Order of Malta worldwide.

She was a Keynote Speaker at the Order of Malta International Strategy Seminar (Rhodes, February 2014), addressing the Government and 500 members of the Order on the new pontificate of Pope Francis and the relationship of the Order with the Holy See. In October 2015 she co-presented Christians in the Middle East: Status, Opportunities and Obstacles. Between 2015 and 2021 she served on the Board of Directors of the Federal Association.

Diplomatic posting in Palestine
On 14 September 2016 Michèle Burke Bowe was appointed Minister Counsellor of the Sovereign Order of Malta and Chief of the Diplomatic Mission to Palestine. On 8 March 2018 she was promoted to Ambassador and Head of the Representative Office. From the seat of the Chancery in Ramallah, she oversees state-to-state relations, represents the political and political-humanitarian interests of the Order, and steers humanitarian engagement that is centred — in the words of her own programmatic vision — on “women and children in the South and economic development in the North” of the Palestinian territories.

The cornerstone of her diplomatic record is the Palestinian International Cooperation Agency Agreement (PICA Agreement) of 2022 — a state-to-state cooperation framework between the Sovereign Order of Malta and the State of Palestine providing for joint medical missions in third countries, a model that has already produced training programmes such as the deployment of Palestinian neonatology specialists to Cameroon. Ambassador Bowe led the negotiation and is the formal author of the agreement.

President of the Holy Family Hospital of Bethlehem Foundation
Since 2014 Ambassador Bowe has been a member of the international board of the Holy Family Hospital of Bethlehem. From 2012 she has served on the Board of the Holy Family Hospital of Bethlehem Foundation (formerly Chair of the Finance Committee), and in October 2013 she was elected President of the Foundation, an office she still holds. In this role she leads global advocacy and fundraising for the Order of Malta’s flagship medical work in the Holy Land — a state-of-the-art maternity and neonatal critical care centre delivering nearly 4,000 babies a year, operating the only Level III Neonatal Intensive Care Unit in the Bethlehem region, serving a catchment area of more than one million people regardless of religion or origin.

A vision for the Representative Office
Ambassador Bowe’s mandate combines the Order of Malta’s sovereign and humanitarian vocations: defending the dignity of the Christian community in the Holy Land, protecting the most vulnerable women and children, supporting the medical staff of Holy Family Hospital and the Mar Youssef clinic in Gaza, and bridging — through quiet diplomacy — the Palestinian Authority, the Holy See, the Latin Patriarchate of Jerusalem, the Custody of the Holy Land and the wider international community of partners and donors.
